Article 1 In order to accurately determine and timely eliminate the hidden dangers of major accidents in industrial and trade enterprises (hereinafter referred to as the hidden dangers of major accidents), this standard is formulated in accordance with the the People's Republic of China Law on Work Safety and other laws and administrative regulations.

Article II This standard is applicable to determine the hidden dangers of major accidents in industrial and trade enterprises such as metallurgy, nonferrous metals, building materials, machinery, light industry, textiles, tobacco, and commerce. If there are other provisions on the determination of major accident hazards involving hazardous chemicals, fire protection (fire), gas, special equipment, etc. in industrial and trade enterprises, the provisions shall apply.

Article 3 An industrial and trade enterprise shall be determined as a major accident hazard in any of the following circumstances:

The (I) fails to coordinate and manage the work safety of the contracting unit and the leasing unit, or fails to conduct safety inspections on a regular basis;

(II) special operation personnel who fail to receive special safety operation training and obtain corresponding qualifications in accordance with the regulations and work on their posts;

The main person in charge of the (III) metal smelting enterprise and the safety production management personnel fail to pass the examination in accordance with the provisions.

Article 4 Any of the following circumstances of a metallurgical enterprise shall be determined as a major accident hazard:

(I) conference room, activity room, rest room, operation room, shift room, dressing room (including bathhouse), etc.6 types of personnel gathering places, as well as steel tank cold (hot) repair station set in molten iron, molten steel, liquid slag lifting across the floor area;

Accident pits and slag pits in smelting, refining and casting production areas during (II) production, as well as the furnace front platform, furnace base area, lifting and ground transportation channels in the plant within the scope of molten metal leakage and splashing.There is accumulated water in Class 6 areas;

(III) steelmaking and continuous casting process is not equipped with accident steel water tank, intermediate tank leakage pit (groove), intermediate tank overflow pit (groove), leakage rotary chute, or die casting process is not equipped with accident steel water tank (pit, groove);

(IV) converter, electric arc furnace,The water cooling elements of AOD furnace, LF furnace, RH furnace, VOD furnace and other steelmaking furnaces are not provided with monitoring and alarm devices such as outlet water temperature, poor inlet and outlet water flow, or the monitoring and alarm devices are not interlocked with the furnace body tilting, oxygen (sub) gun automatic lifting, electrode automatic power-off and lifting devices;

During the production of (V) blast furnace, the set value of the top working pressure exceeds the maximum working pressure specified in the design documents, or the monitoring device of the top working pressure is not interlocked with the top release valve, or the set value of the interlocking release pressure of the top release valve exceeds the design pressure of the equipment;

(VI) meeting room, activity room, rest room, operation room, shift room, dressing room, etc. near the facilities for gas production, recovery and purification, pressurized mixing, storage and use6 types of personnel gathering places, as well as places and parts where gas leakage and accumulation may occur, are not equipped with fixed carbon monoxide concentration monitoring and alarm devices, or monitoring data are not connected to 24-hour manned places;

(VII) facilities such as heating furnace, gas holder, dust remover, pressurizing machine and roaster, as well as the gas pipeline before entering the workshop without partition device;

The maximum blocking gas pressure of the water-sealed drainer of (VIII) positive pressure gas transmission and distribution pipeline is less30kPa, or the two sides of the same gas pipeline partition device share a drain, or the drain pipes on the upper part of the drain of different gas pipelines are connected, or the gas pipelines of different media share a drain.

Article 5 A non-ferrous enterprise shall be determined as a major accident hazard in any of the following circumstances:

(I) conference room, activity room, rest room, operation room, shift room, dressing room (including bathhouse), etc.6 types of personnel gathering places are set in the floor area of the molten metal lifting span;

Accident pits and slag pits in smelting, refining and casting production areas during (II) production, as well as the furnace front platform, furnace base area, lifting and ground transportation channels in the plant within the scope of molten metal leakage and splashing.Non-productive water accumulation in Class 6 areas;

(III) molten metal casting links are not provided with emergency discharge and emergency storage facilities (except tilting melting furnace, tilting holding furnace, tilting melting and holding furnace, fixed melting furnace with holding furnace);

(IV) water-cooled smelting furnaces, casting machines (except crystallizers for aluminum processing deep well casting process) and heating furnaces are not provided with emergency water sources;

(V) the closed-circuit circulating water cooling element of the molten metal smelting furnace is not provided with a monitoring and alarming device for outlet water temperature and inlet and outlet water flow difference, or the open-circuit water cooling element is not provided with a monitoring and alarming device for inlet water flow and pressure, or the outlet water temperature of the open-circuit water cooling element is not monitored;

The crystallizer cooling water system of (VI) aluminum processing deep well casting process is not equipped with water inlet pressure and water inlet flow monitoring and alarm device, or the monitoring and alarm device is not interlocked with the quick shut-off valve, emergency discharge valve and chute disconnection device, or the monitoring and alarm device is not interlocked with the tilting casting furnace control system;

(VII) aluminum processing deep well casting process casting furnace aluminum liquid outlet flow groove, flow groove and mold plate (distribution flow groove) inlet connection is not set up liquid level monitoring alarm device, or fixed casting furnace aluminum liquid outlet is not set up mechanical locking device;

The aluminum liquid chute of the fixed casting furnace (VIII) the aluminum processing deep well casting process is not equipped with an emergency discharge valve, or the connection between the chute and the inlet of the die plate (distribution chute) is not equipped with a quick cut-off valve (disconnect device), or the liquid level monitoring and alarm device at the connection between the chute and the inlet of the die plate (distribution chute) is not interlocked with the quick cut-off valve (disconnect device) and emergency discharge valve;

There is no quick cut-off valve (disconnection device) at the connection between the inlet of the flow trough and the die plate (distribution chute) of the tilting casting furnace (IX) in the aluminum processing deep well casting process, or the liquid level monitoring and alarm device at the connection between the flow trough and the inlet of the die plate (distribution chute) is not interlocked with the tilting control system of the casting furnace and the quick cut-off valve (disconnection device);

Non-steel core wire rope is selected for wire hoisting system of (X) aluminum processing deep well casting machine, or regular inspection and replacement system of wire rope is not implemented;

(11) Carbon monoxide, hydrogen arsenide, chlorine, hydrogen sulfide, etc. may occurNo fixed gas concentration monitoring and alarm device is set in the places and parts where 4 kinds of toxic gas leak or accumulate, or the monitoring data is not connected to the 24-hour manned place, or the places and parts where there may be arsine gas are not tested with the same effect;

(12) The main gas pipe of the combustion device using coal gas (natural gas) and forced air supply is not equipped with a pressure monitoring and alarm device, or the monitoring and alarm device is not interlocked with the emergency automatic cut-off device;

(13) The maximum blocking gas pressure of the water-sealed drainer of the positive pressure gas transmission and distribution pipeline is less30kPa, or the two sides of the same gas pipeline partition device share a drain, or the drain pipes on the upper part of the drain of different gas pipelines are connected, or the gas pipelines of different media share a drain.

Article 6 Any of the following circumstances of a building material enterprise shall be determined as a major accident hazard:

No fixed temperature and carbon monoxide concentration monitoring and alarming device, or no gas fire extinguishing device is set for (I) coal mill bag type dust collector and pulverized coal bunker;

(II) manual cleaning operation of barrel storage fails to implement safety measures to prevent falling and collapse from height in the cleaning plan;

No fixed combustible gas concentration monitoring and alarm device is set in the carbide slag raw material cylinder storage of (III) cement enterprise, or the monitoring and alarm device is not interlocked with the accident ventilation device;

Failing to take isolation measures for the equipment that may be accidentally started and the influx of materials, high temperature gas, toxic and harmful gas, or fail to implement safety measures to prevent falling and collapse from high places before the (IV) enters into the barrel storage, baking kiln, preheater cyclone, decomposer, shaft furnace, grate cooler, mill and crusher;

(V) the main gas pipe of the gas kiln (except for the gas kiln of the hot gas producer) adopting the premixed combustion mode is not provided with the pipeline pressure monitoring alarm device, or the monitoring alarm device is not interlocked with the emergency automatic cut-off device;

(VI) hydrogen production station, nitrogen and hydrogen shielding gas distribution room, gas distribution room, etc.No fixed combustible gas concentration monitoring and alarm device is set in Class 3 places;

Failure of the water cooling equipment of the electric furnace for (VII) electric melting products;

(VIII) glass furnaces, glass tin tanks and other equipment are not equipped with monitoring and alarm devices for water cooling and air cooling protection systems.

Article 7 Any of the following circumstances of a machinery enterprise shall be determined as a major accident hazard:

(I) conference room, activity room, lounge, dressing room, shift room, etc.Category 5 personnel gathering places are set in the floor area of the molten metal lifting span or pouring span;

The smelting furnace, refining furnace and holding furnace for (II) casting are not provided with emergency discharge and emergency storage facilities;

(III) the bottom, pit and accident pit of melting furnace, refining furnace and holding furnace for casting during production, as well as the furnace front platform, furnace base area, modeling pit, pouring operation pit and molten metal transfer channel within the scope of molten metal leakage and splashing.There is accumulated water in Class 8 areas;

The cooling water system of melting furnace, refining furnace, die casting machine and oxygen lance for (IV) casting is not provided with monitoring and alarming device for outlet water temperature and inlet and outlet water flow difference, or the monitoring and alarming device is not interlocked with the molten metal heating and conveying control system;

(V) the main gas pipe of the combustion device using coal gas (natural gas) is not equipped with pipeline pressure monitoring and alarm device, or the monitoring and alarm device is not interlocked with the emergency automatic cut-off device, or the combustion device is not equipped with flame monitoring and flameout protection system;

(VI) failing to take measures to prevent the accumulation of combustible gas in the surrounding closed or semi-closed space when the combustible organic solvent is used to clean the equipment, facilities, tools and appliances and the ground;

No fixed combustible gas concentration monitoring and alarm device or ventilation facility is installed in the paint mixing room and paint spraying room where non-aqueous paint is (VII) used.

Article 8 A light industrial enterprise shall be determined as a major accident hazard in any of the following circumstances:

The baking and frying equipment of a (I) food manufacturing enterprise is not equipped with an automatic cut-off device to prevent overheating;

(II) liquor blending and filling places and liquor storehouses are not equipped with fixed ethanol vapor concentration monitoring and alarm devices, or the monitoring and alarm devices are not interlocked with ventilation facilities;

(III) pulp manufacturing and paper making enterprises use steam and open flame to directly heat steel cylinders to vaporize liquid chlorine;

(IV) the main pipe of the gas furnace (except for the gas furnace of the hot generator) which adopts the premixed combustion mode in the daily-use glass and ceramic manufacturing enterprises is not equipped with the pipeline pressure monitoring and alarm device, or the monitoring and alarm device is not interlocked with the emergency automatic cut-off device;

The cooling protection system of the glass furnace of the (V) daily-use glass manufacturing enterprise is not provided with a monitoring and alarming device;

No fixed combustible gas concentration monitoring and alarm device or ventilation facility is set in the paint mixing room or spray booth where non-aqueous paint is (VI) used;

(VII) lithium-ion battery storage warehouse does not take effective physical isolation measures for faulty batteries.

Article 9 A textile enterprise shall be determined as a major accident hazard in any of the following circumstances:

Vaporization chambers, gas storage tanks, oil storage tanks and heat medium furnaces (I) the process of singeing, opening and drying of yarn, thread and fabric, which are not separated from the gathering places of production and processing personnel or are set up separately;

(II) insurance powder, hydrogen peroxide, sodium hypochlorite, sodium chlorite, carved white powder (hanging white block) and taboo materials mixed storage, or insurance powder storage place did not take waterproof and moisture-proof measures.

Article 10 Any of the following circumstances of a tobacco enterprise shall be determined as a potential danger of a major accident:

(I) fumigation operation site is not equipped with phosphine gas concentration monitoring and alarming instrument, or is not equipped with gas mask, or it is not confirmed that all irrelevant personnel are evacuated from fumigation operation site before fumigation and insecticide operation;

(II) the production lines and places where liquid carbon dioxide is used to manufacture expanded tobacco are not provided with fixed carbon dioxide concentration monitoring and alarm devices, or the monitoring and alarm devices are not interlocked with accident ventilation facilities.

Article 11 An industrial and trade enterprise with a dust explosion hazard shall be determined as a major accident hazard if it has one of the following circumstances:

(I) dust explosion hazardous sites are set up in multi-storey buildings with non-frame structures.(Structure) There are staff quarters, meeting rooms, offices, lounges and other places where people gather in buildings or dust explosion hazardous areas;

(II) different types of combustible dust, combustible dust and combustible gas and other media that are likely to aggravate the risk of explosion share a set of dust removal system, or different buildings (structures), different fire zones share a set of dust removal system, dust removal system interconnection;

(III) dry dust removal system does not take any explosion prevention and control measures such as explosion venting, inerting and explosion suppression;

Positive pressure dust removal method is adopted in the dust removal system of (IV), aluminum, magnesium and other metal dust, or when positive pressure is adopted in the dust removal system of other combustible dust, no measures are taken to prevent ignition source such as spark detection and elimination;

The (V) dust removal system adopts gravity settling chamber for dust removal, or adopts dry tunnel structure as dust removal air duct;

The dry dust removal system for (VI) metal dust such as aluminum and magnesium and wood dust is not provided with air lock and ash unloading device;

(VII) dust collector, dust bin, etc. are dividedThe electrical equipment in the dust explosion hazard area of Zone 20 does not meet the explosion-proof requirements;

Before the (VIII) of crushing, grinding, granulation and other process equipment that are prone to produce mechanical ignition sources, there is no iron, stone and other debris removal device, or the air duct connected to the sander by the wood product processing enterprise is not equipped with spark detection and elimination device;

Failing to take measures to prevent hydrogen accumulation such as ventilation in the collection, stacking and storage places of metal dust spontaneously combusted in wet (IX), or failing to take measures to prevent water and moisture in the dry collection, stacking and storage places;

(X) the dust cleaning system is not implemented, causing serious dust accumulation on the operation site.

Article 12 The use of liquid ammonia refrigeration industry and trade enterprises have one of the following circumstances, should be determined as a major accident hidden danger:

(I) packaging, segmentation, product finishing place of the air conditioning system using ammonia direct evaporation refrigeration;

(II) the quick freezing device is not set in a separate work room, or the number of workers in the work room of the quick freezing device exceedsof 9 people.

Article 13 If an industrial and trade enterprise operating in a limited space with a risk of hydrogen sulfide, carbon monoxide and other poisoning has one of the following circumstances, it shall be determined as a major accident hazard:

The (I) fails to identify the limited space, establish a safety management account, and set up no obvious safety warning signs;

(II) approval for confined space operations is not implemented or not implemented"Ventilation first, then detection, then operation" requirements, or the operation site is not equipped with monitoring personnel.

Article 14 The monitoring, alarm, protection and other facilities, equipment and devices directly related to production safety in the circumstances listed in this standard shall ensure normal operation and use, and failure or invalidity shall be determined as major accident hazards.

Article 15 This standard is fromEffective May 15, 2023. "Industry and trade industry major production safety accident hidden danger determination standard (2017 Edition)" (safety supervision four [2017] No. 129) repealed at the same time. [1]

On April 19, 2023, the Emergency Management Department held a press conference to announce the newly revised version of the "Criteria for Determining Hazards of Major Accidents in Industrial and Trade Enterprises" and invited relevant persons in charge to interpret it.

Presentation,The 2017 version of the "Industry and Trade Industry Major Production Safety Accident Hazard Determination Standard" has problems in the implementation process of inconsistent understanding and different standards. In addition, with the commissioning of new technologies and new equipment, there have been some new situations and new problems that are easy to cause serious accidents, which need to be included in the scope of judgment standards. On the basis of analyzing and studying typical accidents in the industry and trade industry in recent years and scientifically summing up practical experience, the Emergency Management Department organized the revision of the "Standard for the Determination of Hidden Dangers of Major Production Safety Accidents in the Industry and Trade Industry (2017 Edition)" to form the "Standard for the Determination of Hidden Dangers of Major Accidents in Industry and Trade Enterprises".

The new version of the judgment standard fully analyzes the accident situation of industrial and trade enterprises in recent years, focuses on the major safety risks that may cause mass deaths and injuries, and clearly forms a total of hidden dangers of major accidents in management, industry and special categories.64 items, an increase of 5 items over the 2017 version. Among them, the criteria for determining the hidden dangers of major accidents in the fields of dust explosion, ammonia refrigeration and limited space operation in the special category are applicable to eight industries of industry and trade, and will be implemented from May 15, 2023.
